Flood Affected Livestock Grants
Flood Affected Livestock Grants are available to eligible primary producers to help with costs associated with animal welfare activities to livestock affected in the Northern and Central Queensland Monsoon and Flooding, 20 December 2022 - 30 April 2023.
Applications for the Flood Affected Livestock Grants have been extended to 29 December 2023.
Program information
Grants of up to $75,000 are available for eligible primary producers to support animal welfare activities after suffering direct damage in relation to the Northern and Central Monsoon and Flooding, 20 December 2022 – 30 April 2023.
Grants are provided to help pay for costs associated with:
- Purchasing and distributing emergency fodder for livestock affected by the eligible disaster (costs must be incurred between 1 March – 14 April 2023); and
- Removing and disposing of livestock that died because of, or in connection with, the eligible disaster (costs must be incurred between 1 March – 1 August 2023).
To be considered for a Flood Affected Livestock Grant please submit a completed application form, accompanied by the documentation stated on the application form before the application closing day. This includes a rates notice/lease agreement, 5-10 photographs showing damage from the eligible event to the affected property and/or infrastructure, evidence of payment, and details of any insurance.
Complete applications are assessed in order of receipt and QRIDA may request further information to help assess an application.
Am I eligible?
To be eligible for a Flood Affected Livestock Grant, the applicant must:
- be a primary producer.
- hold an Australian Business Number (ABN) and have held that ABN at the time of the eligible disaster;
- have a primary production enterprise that is located in the defined area for the eligible disaster that has suffered direct damage as a result of the eligible disaster;
- have been engaged in carrying on the primary production enterprise when affected by the eligible disaster;
- be primarily responsible for meeting the costs claimed in the application;
- have paid for an animal welfare activity during the relevant period; and
- intend to re-establish the primary production enterprise in the define disaster area for the eligible disaster.

Defined disaster area
The Minister for Fire and Emergency Services has activated disaster assistance for the Northern and Central Queensland Monsoon and Flooding, 20 December 2022 - 30 April 2023.
To be eligible for assistance your property must be located in one of the defined disaster areas:
- Boulia Shire Council
- Burke Shire Council
- Carpentaria Shire Council
- Cloncurry Shire Council
- Doomadgee Aboriginal Shire Council
- Mornington Shire Council
- Mount Isa City Council
Frequently asked questions
Applicants who operate more than one primary production enterprise, for example under a single ABN at separate locations, may apply for assistance for each eligible separate business up to the maximum amount of assistance available for the relevant defined disaster area and determined by the establishment notice.
When determining an eligible separate business, QRIDA may consider (but is not limited to):
- the staffing arrangements of the separate property
- whether the property has its own plant equipment or stock
- the accounting arrangements of the separate property
- whether the separate property operates under its own trading name
- the commercial scale, viability and autonomy of each property.
QRIDA will consider each application on a case by case basis taking into account the particular circumstances.
Yes. All applicant entities need to be registered for GST.
A certificate of insurance and details of the claim are required to apply for this grant given the grant cannot cover repairs that will be covered by insurance. However, insurance excesses and items that are not covered by insurance may be eligible.
You can apply for both grants, however, you can only claim for the eligible items/invoices once.
The primary production business must generate the majority of your income, unless you can demonstrate the production potential of the business to eventually derive the majority of your income.
An example of the production potential of the business - you have planted a commercial size fruit orchard that is still maturing which will eventually provide the majority of your income.
Yes, you are eligible for a rebate for this grant if the purchasing and distributing emergency fodder for livestock costs occurring between 1 March – 14 April 2023 and removing and disposing livestock that died because of, or in connection with, the eligible disaster occurring between 1 March to 1 August 2023.
This assistance is not eligible for those affected that do not wish to re-establish the primary production enterprise. To be eligible for this grant you must intent to re-establish the primary production enterprise in the define disaster area. Please see the eligibility criteria for more information.
